It works by having the locator send out a secure Bluetooth signal that is picked up by nearby Android devices. These devices then send the location to Google. You can then view the location, for example, in the Google Find My Device app on your Android phone or tablet. The service is secure and protects your privacy because the data is encrypted and anonymised.
